The 4th Voladero 2003 International Film and Video Festival successfully took place from August 18th to the 22nd 2003 at the Cineteca Nuevo León. Out of 150 films that were received from over 20 countries, the official selection included 40 short films from Mexico, Iran, Rusia, United States, Spain, Ukraine, Greece, Poland, Brazil, Canada, Bolivia, Chile and England.

The Jury was conformed by: Gabriel González Meléndez, screenwriter for the film Sobrenatural (Daniel Gruener, Mexico, 1996); Roberto Villareal Sepúlveda, film critic and director of the Teatro de la Ciudad; and Jesús Mario Lozano, filmmaker from Monterrey.
